The Failure of the 28-Article Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The succession of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: positive announcements are delivered from various governments. Considerable effort is devoted on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a ability afforded by current data. From vantage locations, defense planes that had been deployed to intercept incoming cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems activated: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by allied countries. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: maybe the approaching threat won't hit its mark this time, preventing destruction from ruin and another blackout.

Persistent Threats

Not long after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a defensive team – almost certainly Western-made equipment. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's vital need on international aid – a reliance that regional partners are demonstrably unable to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This cycle will, certainly, continue.

Strategic Calculations

It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington works based on a principle familiar among international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unfeasible to pressure the Kremlin to relinquish the territory that it currently occupies in Ukraine's south or east.

The problem is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the near future.

Divergent Views

Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding lives and land but avoiding a complete military breakdown until conditions improve in its advantage.

Current Realities

Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their task will now be much harder after current events, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a just a single week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
